Vinohrady: what you pay extra for the address

Living in Vinohrady divides at the water tower on Korunní: one street further, on Šrobárova, a comparable flat is priced differently, because this is exactly where the boundaries of Prague 2, Prague 3 and Prague 10 meet. Yet the cadastral area (katastrální území) is the same in both cases — Vinohrady, code 727164. This text describes where that line runs and what you pay extra for here, and at the end there is a calculation of the price difference per metre between upper and lower Vinohrady.

One cadastral area, five town halls

Vinohrady covers 3.79 km². In 1960 it was divided between five city districts (městská část): roughly 55 % of the area belongs to Prague 2, the territory then continues into Prague 3 and Prague 10 and reaches into Prague 1 and Prague 4 with small protrusions. We do not have the shares of the remaining four city districts documented from a public source.

For a buyer this is not a history of administrative division but four practical differences. The postcode (PSČ). The paid parking zone (zóna placeného stání) — a resident parking permit is issued by city district, not by cadastral area. The catchment primary school (spádová základní škola) under the city district’s ordinance (vyhláška). And the town hall (radnice) you will deal with for anything from occupying the pavement during a move to an intervention in the façade.

Two addresses five minutes’ walk apart, both “Vinohrady”, can therefore have a different postcode, a different catchment school and different resident parking.

How to find out which city district an address belongs to

The procedure has two steps and is read from two different registers, because each knows a different half of the answer.

  1. The cadastral area is in the header of the title deed (list vlastnictví): “Obec: Praha” (municipality: Prague) and “Katastrální území: Vinohrady [727164]” (cadastral area). This is the only proof that the flat really lies in Vinohrady.
  2. The city district is not on the title deed. It is tied to the address, not to the Land Registry (katastr nemovitostí), and is read from the territorial identification register (registr územní identifikace, RÚIAN) by the building number (číslo popisné).

We do not have the course of the boundaries between the five town halls inside Vinohrady documented street by street from a public source. For every property we take on, we therefore verify the city district in RÚIAN by the specific building number, not by the neighbourhood (čtvrť) name in the advert (inzerát).

Where Vinohrady ends and only the name in the advert begins

The median price (medián ceny) of flats in Vinohrady is CZK 176,351/m² (Q1 2026, sample of 370 sales). In neighbouring Žižkov it is CZK 153,667/m², in Vršovice CZK 152,078/m².

The difference compared with Žižkov is therefore CZK 22,684/m². On a 75 m² flat that comes to CZK 1,701,300. That is the amount that gets the word “Vinohrady” into advert headlines even where it does not belong.

Yet the boundary between the cadastral areas does not follow any visible line on the ground. A house on one side of a street can be Vinohrady and the house opposite Žižkov, and both buildings can be from the same decade and by the same master builder. What decides is the polygon in the cadastral map (katastrální mapa), not the look of the façade.

Before you believe the neighbourhood name in the headline, open the title deed and read its header. A comparison of the individual parts of the city and of price bands is in the overview of Prague neighbourhoods and price bands.

Upper and lower Vinohrady: where we draw the line

The terms “upper” and “lower Vinohrady” (horní a dolní Vinohrady) have no official definition. They are not in the Land Registry, not in any decree, and you will not find them in any register. They persist because they describe something real: the terrain rises from the Muzeum and I. P. Pavlova eastwards to the water tower, and with the rise the buildings and the walking distance to the centre change too.

The most precise physical point that exists for this division is the Vinohrady Water Tower (Vinohradská vodárenská věž) from 1891. It is 40 m high and stands at the point where the boundaries of Prague 2, Prague 3 and Prague 10 meet. One building, three town halls, one cadastral area.

We work with this line:

  • Lower Vinohrady — from Legerova and Bělehradská to náměstí Míru. Anglická, Londýnská, Balbínova, Rubešova, Škrétova, Italská, Máchova. Blocks from the 80s and 90s of the 19th century, closest to the centre.
  • Upper Vinohrady — from náměstí Míru eastwards to the water tower and to Flora. Korunní in its eastern part, Slezská, Vinohradská beyond náměstí Jiřího z Poděbrad, Perunova, Šrobárova. Buildings from the turn of the century and from the 20s, wider streets, more greenery.

The rise between the two bands can be felt even on foot.

Where this division fails us

The line is not a boundary, it is a gradient. In the corridor of Korunní and Slezská the two bands intermingle house by house: a representative corner tenement building (činžovní dům) and next to it a courtyard extension from the 30s that belongs to a completely different price level. Anyone who takes our model literally and applies it to a specific flat without viewing the building will get a figure that can be well off. It is an aid for finding your way around adverts, not a valuation tool.

Living in Vinohrady: what is sold here and for how much

Converting the median to a typical area gives roughly the following by layout (dispozice bytu): 1+kk (one room plus a kitchenette) from CZK 3.88 million at a typical area of 22–38 m², 2+kk from CZK 6.7 million at 38–58 m², 2+1 (two rooms plus a separate kitchen) from CZK 8.82 million at 50–65 m², 3+kk from CZK 10.23 million at 58–80 m², 3+1 from CZK 10.93 million at 62–85 m² and 4+kk from CZK 14.46 million at 82–110 m².

Example calculation: a 3+kk flat with an area of 82 m² comes, at the neighbourhood median, to 82 × 176,351 = CZK 14,460,782. This figure is the starting point for negotiation, not the price.

Two caveats to the same figure. First, behind the median of CZK 176,351/m² there are 370 sales, which may include small units in the courtyard wing as well as large flats facing the park — the spread within a single street is often greater than the difference between Vinohrady and Žižkov. Second, in its methodology the source speaks of a median of achieved purchase prices from a price map (cenová mapa) built on cadastral data, but on the Vinohrady page it also states that the prices are asking prices; whether these are completed transfers or offers therefore does not follow from it unambiguously. We work with it as orientation and build the price on comparable sales within a radius of a few streets.

What you pay extra for within one building

In Vinohrady the difference between two flats in the same entrance often comes close to the difference between two neighbourhoods. We look at four things, and for each one at specific documents.

Street wing or courtyard wing. The owner’s declaration (prohlášení vlastníka) contains a description of each unit, including the orientation of its rooms. The courtyard wing tends to be quieter and darker, the street wing lighter and noisier. For a flat with windows onto Vinohradská or Bělehradská, the noise is a permanent discount, not a temporary one.

Floor and lift (výtah). In a building without a lift, the fourth floor is a discount that the sale will not resolve. It is documented by a photograph of the staircase and a sentence in the description, not by silence. In buildings where a lift is only being planned, we look in the minutes of the owners’ meeting (shromáždění vlastníků) for a resolution and an approved budget, not a discussion.

Ground-floor frontage. A restaurant with outdoor seating under the windows is common in Vinohrady and changes the range of buyers. A lease of a non-residential unit (nebytová jednotka) cannot be read from the title deed — we ask the committee of the owners’ association (výbor společenství) and record the answer in the property description.

Cellar (sklep) and parking. The key is the wording in the owner’s declaration: whether the cellar is part of the unit or a common part reserved for exclusive use (společná část ve výlučném užívání). A common part reserved for exclusive use cannot be sold separately and is described differently in the purchase agreement (kupní smlouva). The same applies to a garage parking space (garážové stání).

What no money can buy

Part of Vinohrady lies within the Vinohrady, Žižkov, Vršovice Urban Conservation Area (Městská památková zóna Vinohrady, Žižkov, Vršovice), declared by Decree No. 10/1993 Coll. of the City of Prague (vyhláška hl. m. Prahy) of 28 September 1993, effective from 1 November 1993. The boundary of the conservation area is described in an annex to the decree and drawn precisely on a map, so for a specific street it is verified, not estimated. Within the conservation area, replacing windows, interventions in the façade and a retrofitted lift in the stairwell (zrcadlo schodiště) are restricted. A buyer who is counting on plastic windows and an air-conditioning unit on the street façade needs this information before the reservation, not after it. The new Building Act (stavební zákon), under which ordinary structures have been handled since 1 July 2024, changed the course of the permitting procedure, not the scope of heritage protection.

The second thing that cannot be bought in is the condition of the risers and the distribution pipes and wiring (stoupačky a rozvody) in a building from 1900. We ask about the year of the last replacement and about the condition of the roof and the façade, and we want the answer from the minutes of the owners’ meeting, not from a neighbour.

How we read the difference for a specific flat

The order is always the same and is never shortened. The header of the title deed, for the cadastral area. Part B, for whether you are buying a unit or a notional co-ownership share (spoluvlastnický podíl), that is, a share in the whole property without a defined unit — with a share, the other co-owners have a statutory pre-emption right (předkupní právo) and use is governed by agreement, not by the owner’s declaration. Part C, for liens (zástavní právo), servitudes (služebnost) and enforcement proceedings (exekuce). Only then the price per metre.

Documents that must be on the table before the reservation: the owner’s declaration, the minutes of the last owners’ meeting, the statement of service costs (vyúčtování služeb) and the building’s energy performance certificate (průkaz energetické náročnosti, PENB). The owner hands the PENB over to the buyer no later than when the agreement is concluded; exceptions include, among others, buildings with less than 50 m² of energy reference area (energeticky vztažná plocha), and failure to comply carries a fine of up to CZK 200,000, for natural and legal persons alike.

The purchase price goes into escrow (úschova) and is released only after the ownership right has been registered. Where the seller’s property is encumbered by a lien, the escrow agreement (smlouva o úschově) sets out the order: part of the price goes towards the deletion of the lien and only the rest to the seller. The administrative fee for an application for registration (návrh na vklad) is CZK 2,000; when filed via the Land Registry portal, it is reduced by 20 % under § 9 of Act No. 634/2004 Coll., on Administrative Fees (zákon o správních poplatcích), i.e. to CZK 1,600. The cadastral office (katastrální úřad) may not permit registration before the protective period (ochranná lhůta) of 20 days has elapsed, so shorter registration proceedings (vkladové řízení) cannot be counted on. Anyone who buys in year N files the property tax (daň z nemovitých věcí) return by 31 January of year N+1. Our office is on Italská, i.e. in the lower part of the neighbourhood; our contact details are on the website.

Where our approach puts us at a disadvantage

We write the difference between the upper and lower parts into the pricing documents for the seller even when they do not want to hear it, and in the property description we give the street, not just “Vinohrady”. The disadvantage is obvious: without the universal word in the headline, a listing (nabídka) from the upper part may get fewer views and a longer time on the market. We trade speed for the buyer not withdrawing after the viewing. For a seller who needs to sell by the end of the quarter this is of no use, and we tell them so in advance.

status model calculation; partial medians for the bands are not from a public source

Step 1 — what we know from a public source

Median for the whole cadastral area: CZK 176,351/m², sample of 370 sales. We do not have partial medians for the upper and lower parts from a public source.

Step 2 — proxy by city district

Vinohrady lies in three main city districts. Asking prices of new builds (novostavba) for Q1 2026:

city district CZK/m² range relation to Vinohrady
Prague 2 237,000 210,000–260,000 lower Vinohrady
Prague 3 190,000 170,000–215,000 upper Vinohrady, northern part
Prague 10 157,000 140,000–175,000 upper Vinohrady, eastern edge

Difference Prague 2 − Prague 3 = CZK 47,000/m², i.e. 24.7 % above Prague 3. Difference Prague 2 − Prague 10 = CZK 80,000/m², i.e. 51 % above Prague 10.

These differences are exaggerated and must not be used directly. The figure for Prague 3 includes Žižkov, the figure for Prague 10 includes Strašnice and Malešice, and the figure for Prague 2 includes Nové Město. The Vinohrady part of each city district is the more expensive one.

Step 3 — deriving both bands from the neighbourhood median

The neighbourhood median is a weighted average of the two bands. Let D be the price in the lower part (dolní), H the price in the upper part (horní), Δ their difference and w the share of sales in the lower part:

M = w · D + (1 − w) · H          D = H + Δ
H = M − w · Δ

Substitution: M = CZK 176,351/m² from the source; as a model, w = 0.45; Δ = CZK 24,000/m², also as a model

H = 176,351 − 0.45 × 24,000 = 176,351 − 10,800 = CZK 165,551/m²
D = 165,551 + 24,000                            = CZK 189,551/m²

Back-check: 0.45 × 189,551 + 0.55 × 165,551 = 85,298 + 91,053 = CZK 176,351/m². It checks out.

Ratio: Δ is 24,000 ÷ 165,551 = 14.5 % above the upper part. That is roughly 60 % of the difference that came out of the proxy in step 2 — the difference lies in everything that is included in the figures for the city districts.

Step 4 — conversion to a specific 3+kk flat, 82 m²

band CZK/m² price of an 82 m² flat
upper Vinohrady 165,551 CZK 13,575,182
neighbourhood median 176,351 CZK 14,460,782
lower Vinohrady 189,551 CZK 15,543,182

Difference between the bands on an 82 m² flat: 82 × 24,000 = CZK 1,968,000.

For scale: a complete renovation of a flat of this size in a tenement building comes out in the model, at CZK 25,000–35,000/m², at CZK 2,050,000–2,870,000. In the model, the difference between the upper and lower parts of Vinohrady is therefore of the order of the cost of one renovation. The administrative fee for registration, by comparison, is CZK 2,000.

Step 5 — sensitivity to the inputs

Both variables are estimates. This is how the result moves:

w (share of the lower part) Δ (CZK/m²) H D difference on 82 m²
0.45 18,000 168,251 186,251 CZK 1,476,000
0.45 24,000 165,551 189,551 CZK 1,968,000
0.45 30,000 162,851 192,851 CZK 2,460,000
0.40 24,000 166,751 190,751 CZK 1,968,000
0.50 24,000 164,351 188,351 CZK 1,968,000

The share w shifts both levels but does not change the difference between them. What decides the result is therefore Δ, and that is precisely the figure we do not have from a public source. We therefore give it as a model value, not as a measured figure.

Frequently asked questions

Is Vinohrady Prague 2 or Prague 3? Both, and also Prague 10, Prague 1 and Prague 4. The cadastral area of Vinohrady was divided in 1960 between five city districts; roughly 55 % of the area belongs to Prague 2. For a specific address, what decides is the building number in RÚIAN, not the neighbourhood name.

How much does a flat in Vinohrady cost? The median is CZK 176,351/m² (Q1 2026, sample of 370 sales). A 3+kk flat of 82 m² therefore comes to an indicative CZK 14,460,782. Converted to a typical area, the median starts at CZK 3.88 million for a 1+kk and at CZK 14.46 million for a 4+kk.

What are upper and lower Vinohrady? Unofficial labels based on the terrain, which rises from the Muzeum and I. P. Pavlova to the Vinohrady water tower. You will not find these terms in the Land Registry or in any decree. Our dividing point is náměstí Míru; in the model calculation in the annex we work with a difference of CZK 24,000/m².

Is Vinohrady more expensive than Žižkov? Yes, according to the same source and period by CZK 22,684/m², i.e. roughly 15 %. On a 75 m² flat that is a difference of CZK 1,701,300. Yet the boundary between the two cadastral areas cannot be seen on the ground.

How do I know the flat is really in Vinohrady? From the header of the title deed. It must say “Katastrální území: Vinohrady [727164]”. Neither the neighbourhood name in the advert nor the postal address is proof.

Conclusion

Vinohrady is one cadastral area, five town halls and one median that does not fit either band exactly. In the model we work with a difference of CZK 24,000/m² between the upper and lower parts, which on an 82 m² flat is CZK 1,968,000 — and it is a model, not a measurement, because we do not have partial data for the bands from a public source. You pay most for walking distance to the centre and for a representative street wing; the cheapest buy is a courtyard flat on a higher floor without a lift. The order of verification stays the same as everywhere else: the cadastral area in the header, the form of ownership in Part B, restrictions in Part C and only then the price per metre.
